Job Description:

The primary purpose of this position is to serve as the lead expert in department, School, and Campus accounting processes, procedures, policies, and audit compliance for the Department of Health Policy and Administration. The individual in this position must provide strong leadership and accountability for all accounting functions within the department. This role includes oversight of the day-to-day accounting activities for all funds and sources. Duties include, but are not limited to: monitoring budgets and completing budget journals; managing encumbrances and projections (personnel and non-personnel); completing reconciliations and reviewing reconciliations completed by the Accounting Tech - Journey; managing purchase requisitions and purchase orders; providing oversight for Purchasing Card and departmental billing activities; and producing reports for faculty and management. This position is responsible for assisting the Business Manager with creating budgets and assembling materials for grant proposals for HPM Faculty within sponsor submission and Office of Sponsored Research deadlines. This position initiates all salary source distributions for faculty and staff to incorporate new funding. The position is expected to function independently with minimal supervision, and must ensure that the Department complies with all campus and State policies. Minimum Education and Experience Requirements High school diploma or equivalency and one year of experience in accounting work; or equivalent combination of training and experience. Required Qualifications, Competencies, and Experience * This position requires the ability to compile and verify the accuracy of data from campus financial and research administration reporting systems. Must have the ability to evaluate financial transactions and account balances for accuracy, compliance with relevant guidance and policies, validity, and completeness. -* Requires the ability to prepare accurate, understandable and timely financial reports, projections, and recommendations supported by data. Abilities to recognize and research unusual activity and to understand and adhere to internal controls are required.* This position requires the ability to research and resolve unusual issues of considerable complexity that arise with campus financial systems and that may involve other campus offices, and to persist until a solution is identified and implemented, correcting any erroneous financial entries on department funds. -* Excellent verbal and written communication skills are critical in this position for communicating effectively with faculty PIs and for liaising with campus central financial offices, other campus departments, and the Office of Sponsored Research. -* Requires the ability to interpret and explain complex regulations and policies to diverse audiences in a clear and understandable manner. -* Requires the ability to provide leadership for the accounting team and to serve as a knowledgeable consultant to faculty, staff, and students in the department. Must be able to train new employees in campus financial and research administration systems, policies and procedures.* Must be comfortable and competent in an oversight role, reviewing transactions entered by others and evaluating their validity, accuracy, and compliance before approving. -* Must have the ability to develop expertise in campus financial and research administration systems (ConnectCarolina, InfoPorte, Ramses, eCRT, Works, Concur). -* Must be well organized and detail-oriented; a self-starter, with the ability to manage time and work independently. Must demonstrate consistent and systematic follow-up actions given multiple deadlines and requests so that tasks are completed and deadlines met. -* This role requires demonstrated knowledge and experience with Microsoft Office products, including strong skills in Excel. Preferred Qualifications, Competencies, and Experience * An Associate's or Bachelor's degree in Accounting, Business Management, or other relevant area that includes financial coursework is preferred. -* Experience working with sponsored research pre- and post-award processes is preferred, as is knowledge of federal Uniform Guidance principles applicable to the management of contracts and grants. -* Experience using UNC financial systems (or equivalent) including ConnectCarolina (PeopleSoft), InfoPorte, Ramses, eCRT, Works (P-Card), Concur (Travel) is preferred.
