The Assistant Recreation Supervisor - Aquatics assists with the organizing, planning and coordinating of aquatic recreational, competitive, and community activities for the Town. The individual in this role assists with and directs the operations of two indoor, year-round aquatics facilities - Homestead Aquatics Center and the Chapel Hill Community Center Pool; and one seasonal facility - the A.D. Clark Pool at Hargraves Park. This position includes responsibility for all programming, maintenance, customer service, incident and complaint resolution, emergency response, and staffing of the facilities.

The Assistant Recreation Supervisor - Aquatics supervises and leads a team of full-time Aquatics Specialists and part-time program support staff including lifeguards, swim lesson instructors, front desk attendants, and shift supervisors. The individual in this role assists with developing and enacting policies and procedures and works collaboratively with departmental staff to plan, implement, market, and evaluate a comprehensive program schedule. Regular interaction with the public and strong customer service skills are required. Reporting to the Recreation Supervisor -Aquatics, the individual in this role participates in the department's safety team and may assist with other duties as assigned. Essential Functions

Selects, trains, evaluates, disciplines, assigns and monitors the work of aquatics staff and other staff as assigned; establish schedules and methods for providing aquatics services; conducts staff meetings; attends meetings as required

Identifies resource needs; reviews needs with appropriate staff

Participates in the development and implementation of aquatics goals and objectives as well as policies and procedures; makes recommendations for changes and improvements to existing standards, policies, and procedures; monitors work activities to ensure compliance with established policies and procedures

Prepares, conducts and supervises community events and recreation publicity; coordinate referral systems and the publication of seasonal brochures; coordinate the dissemination of recreation and community service publicity

Develops and implements event marketing plans; negotiates contracts with vendors; develops and coordinates the distribution of marketing brochures and materials

Identifies community aquatics needs and recommends appropriate programs that serve all age groups, demographics, skills and abilities.

Prepares periodic reports; maintains files and records, maintains manuals

Conducts and supervises special events; develops contracts and recommends hiring of contracted instructors

Maintains the on-line aquatics registration program information; serves as staff liaison on various recreation or committees and subcommittees as assigned

Evaluates, and approves as appropriate, facilities rental requests.

Responds to complaints and requests for information from employees and the community

Meet with public groups, clubs, organizations, and agencies to explain and promote community services, activities, and programs that encourage community participation

Performs other duties as required

Supervision Exercised

This position requires direct supervision of agroup of regular and temporary employees.

Physical Demands

The work is may be performed while sitting at a desk or table, outdoors, or in or around a swimming pool. Employee uses equipment requiring a high degree of dexterity. Employee must be able to distinguish between shades of color, must be able to swim and assist distressed swimmers in a short amount of time. The employee occasionally lifts light and heavy objects (greater than 20 lbs) and must be able to kneel/squat, reach and move lane lines.

Work Environment

The work is may be performed in an office, at an indoor or outdoor aquatic facility with water, employee will enter pump and chemical rooms where mechanical equipment and various chemicals will be housed. The Recreation Supervisor may occasionally be exposed to heat or cold weather, wetness or humidity and may be frequently be exposed to chemicals used in the pool or for cleaning.

Minimum Qualifications

Any combination of education and experience that would provide the required knowledge, skills and abilities to perform the duties of the job

Knowledge of:

  • Methods, techniques, principles, and procedures used in the planning, development and administration of community recreation and aquatics programs and operating multiple aquatics facilities.
  • Common recreational and social needs of various age groups
  • Principles of supervision, training, and performance evaluation
  • Principles and procedures for implementing and directing a wide variety of community services activities
  • Principles and practices of budget development
  • Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases
  • Various sports equipment used in recreation programs
  • Administering and teaching first-aid, CPR for the Professional Rescuer, lifeguard training and water safety.
  • Operating, maintaining, and completing minor repairs for aquatic equipment and facilities, including recreational equipment, mechanical systems, chlorinators, pool decks, and other equipment/areas within an aquatic facility.
  • Knowledge and use of program registration and facility booking software.

Ability to:

  • Develop and administer a community services and recreation programs suited to the needs of the community
  • Plan, organize, coordinate, and direct the development and implementation of community recreation and aquatics programs
  • Analyze, interpret, and explain section policies and procedures
  • Supervise, train, and evaluate employees and volunteers
  • Operate office equipment including computers and supporting word processing, spreadsheet, and database applications
  • Communicate clearly and concisely, both orally and in writing
  • Establish and maintain effective working relationships with those contacted in the course of work
  • Promote a culture of workplace safety
  • Model behaviors that are consistent with our values of RESPECT

Education

A Bachelor's degree in parks administration or a related field

Experience

Two years of experience in aquatics.

Licenses/Certifications

  • Lifeguard Training, First Aid and CPR for the Professional Rescuer required
  • Pool Operator Certification required
  • Water Safety Instructor Certification and Lifeguard Instructor Certification required
  • American Red Cross Water Safety Instructor and Lifeguard Instructor Trainer certifications preferred
  • Aqua-Aerobics Instructor Certification preferred

A valid driver's license issued by the state of NC or ability to obtain one within three months of hire or the ability to provide transportation between job sites

Supplemental Information

This classification has been designated as Safety Sensitive and is subject to pre-employment and random drug and alcohol testing. The individual in this role must be able to work a schedule which includes occasional evenings and weekends based upon facility demands. This position is subject to call-back and on-call work.
