The Health Workforce Technical Advisor will support the implementation of IntraHealths technical approach to improving the performance, productivity and sustainability of the health workforce in low- and middle-income countries. The main responsibilities of the position include; providing direct technical assistance and/or sourcing relevant technical experts that will support IntraHealth Internationals signature tools and approaches including; NHWA, WISN, Rapid Retention Survey and applications of iHRIS; operational management, performance management and coordination throughout the project life cycle of health workforce related projects; technical quality management and collaboration by; contributing to new business development through proposal and cost application development, project design and technical writing; and consultant management/other support functions that will foster cohesion and collaboration across IntraHealth departments and with international stakeholders. The Health Workforce Advisor liaises with other HQ and country teams to problem-solve with technical and managerial solutions that aid project implementation in the area of health workforce development.

Essential Functions

Operation Management and Project Coordination - 25%

  • Serve as primary point of contact at HQ and provide oversight for assigned programmatic and operational project activities and issues, including compliance, revenue projections, spending, staffing, project start-up and close-out, and procurement.

  • Coordinate the linkages of key staff by bringing together technical team members (consultants) and appropriate country teams and HQ departments (e.g. HR; Finance and Accounting; Contracts, Procurement, and Pricing) to ensure excellence throughout project life cycle.

  • Review and provide feedback on performance metrics, financial status, deliverables, and progress against audit recommendations and escalate issues to Senior Director as needed.

  • Monitor and track project implementation and recommend actions as needed for project activities to meet or exceed donor and key stakeholder expectations and requirements.

  • Support a culture of data use among project teams by developing tools and resources that could be used across multiple projects to track resource utilization and achievement of results.

  • Lead project knowledge management efforts by ensuring project SharePoint sites are maintained: final project documents are archived, project and country landing page information is up to date, and project OneDrive for team document sharing is maintained.

Proposals/Business Development - 20%

  • Contributes to the design and writing of proposals and concept papers, providing context-specific, technically sound approaches on health workforce development, as part of the proposal development process

  • Contributes to the cultivation of representatives of current and potential new funding agencies for the organization

Technical Assistance - 20%

  • Provide technical assistance to IntraHealth programs that need support with data use and HRH activities such as: HRH strategies and future procurements, WISN, establishing National Health Workforce Accounts (NHWA), and use of HRIS data to inform workforce planning.

  • Contributes to ensuring IntraHealth technical quality of projects, reports, and communications, and supporting the elevation of project-based learning to organization-wide learning and knowledge management in collaboration with other IntraHealth departments.

  • Supports technical reviews of program design, research protocols, and publications to ensure IntraHealth meets and exceeds global standards

Capacity Building - 15%

  • Supports Senior Director in the coaching and capacity development of IntraHealth staff in the area of health workforce development in LMICs to solve country-specific, regional, and global health systems challenges, facilitating learning across countries and regions

  • Contributes to a virtual community of practice to assist in building a critical mass of staff who are knowledgeable of and able to apply systematic health workforce technical approaches to improve health systems and increase quality service delivery

Representation & Stakeholder Relationships - 10%

  • Represents the organization in selected venues (technical working groups, campaigns, etc.) presenting IntraHealths health workforce approach with the support of Senior Director

Research & Publications - 10%

  • Publish and present in external publications and in high visibility fora, and mentor other staff to submit peer-reviewed manuscripts.

  • With monitoring, evaluation and research colleagues, support the organizational research agenda and work across countries and projects to implement the research agenda to generate knowledge and evidence about the value of investing in health workforce development, liaising with academic, private sector and research institutions as appropriate



  • Seven (7) or more years in global health after Masters degree has been earned

  • Experience implementing health workforce activities in a low-and-middle income countries (LMICs)

  • Ability to implement health workforce development interventions

  • Demonstrated experience and expertise in health systems strengthening with a focus on health workforce

  • Understanding of current health workforce development stakeholders, and the technical needs and trends in global health and the development industry with an awareness of, the World Health Organization and other multilateral organizations, private sector corporations, other global health and development organizations, and civil society groups active in health workforce development globally. Existing International relationships are expected with some entities.

  • Ability to contribute to data driven evidence on health systems and services by applying research skills to IntraHealths ongoing programs and projects

  • Ability to offer technical assistance to IntraHealths country-level and regional programs

  • Excellent analytical, oral and written communication skills, including technical writing and editing


  • Minimum three (3) years of experience with USAID- or CDC-funded projects

  • Experience in health workforce development in LMICs, including:

  • HRH related data analysis for policy change and systems improvement

  • Health workforce country assessments & associated planning,

  • Systematic health workforce workload assessments e.g. Application of Workload Indicators for Staffing Need (WISN).

  • PEPFAR projects preferred.

  • Extensive experience in health workforce development with working knowledge in other international health programmatic areas (e.g., HIV Aids, MNCH/FP, integrated health)

  • Experience in finance, administration, and management, developing and tracking budgets, logistics, and operations, with a focus on quality, performance and timeliness

  • Experience interacting with external health workforce stakeholders in the international development environment.

  • Experience in applying evidence-based, innovative, cost-effective solutions to health systems challenges, linking them to improved health services and health outcomes


  • Position involves up to 25% of both local and international travel.

  • Position is based in an office and involves sitting for most of the day.

  • Position requires lifting up to 10 lbs occasionally.
