My Email Job Description TITLE: Executive Director of Capital and School Facilities QUALIFICATIONS: Degree in vocational education, engineering, administration or related field.Five years experience in fields relating to facilities management, construction, or plant operations.At least one year as departmental supervisor in one of the above fields.Demonstrated aptitude of competence for assigned responsibilities.Such alternatives to the above qualifications as the Board may find appropriate and acceptable. REPORTS TO: Deputy Superintendent of Operations and Chief Operation Officer SUPERVISES: Custodial Supervisor, Maintenance Supervisor, Maintenance and office staff. JOB GOAL: To maintain the physical school plant in a condition of operating excellence so that full educational use of it may be made at all times. To provide all students with a physical learning environment that is safe, clean, attractive, andsmooth functioning. PERFORMANCE RESPONSIBILITIES:
    • Assumes responsibilities for the comprehensive overall planning and scheduling of maintenance and repair requirements of the district.
    • Directs the maintenance of all buildings and grounds as to cleanliness and safety. Establishes priorities on repair projects.
    • Develops a system for dealing with emergency repair problems with efficiency.
    • Orders materials as needed, and makes recommendations of supplies and equipment for purchase.
    • Maintains liaison with governmental agencies having jurisdiction over or providing services to school buildings.
    • Assists in the planning for new construction by participating in the pre-construction planning conferences. Participates in the process of site selection and acquisition and the development of architectural plans.
    • Participates in the bidding process and establishment of construction schedules.
    • Consults with building principals regarding the establishment of regular preventive maintenance programs.
    • Assists in the recruitment, employment, assignment, transfer, promotions, or dismissal of maintenance personnel. Makes recommendations for the assignment of and termination of employment of all personnel encompassed within this area of operations.
    • Conducts a continuing program of staff training and personnel development.
    • Keeps informed of the latest trends, developments, and products in the areas of maintenance, repair, and upkeep, and encourages innovations and experimentation as appropriate.
    • Reviews on a regular basis all security precautions and procedures, and recommends additions, changes, or reductions in service as appropriate.
    • Prepares and administers the budget for maintenance, grounds, security, and custodial supplies and equipment.
    • Maintains such personnel, insurance, and other records for area of concern as are necessary.
    • Advises on the hiring of contractors to perform certain maintenance or repair services.
    • Supervises and inspects the improvement and renovation work performed by outside contractors, and verifies that the terms of all such contracts have been fulfilled before authorizing final payments.
    • Supervises and approves the payment of all outside contractors performing work for the district.
    • Makes recommendations for the determination of purchase decisions and optimal timing of replacements for vehicles and equipment assigned to the department.
    • Maintains a coordinated inventory control program for all areas of the department.
    • Ensures that standards consistent with all applicable laws are maintained.
    • Ensures that school facilities are safe by keeping abreast of federal requirements and coordinating professional services to identify and eliminate health hazards.Performs other duties as appropriate and assigned.
    • Examines school buildings on a regular basis for needed repairs and maintenance and to determine that high standards of workmanship, cleanliness, safety and security are maintained. TERMS OF EMPLOYMENT: Twelve-month year. Salary in accordance with adopted schedule. EVALUATION: Performance of this job will be evaluated in accordance with provisions of the Board's policy on evaluation of administrative personnel.CHCCS
