The Senior Associate Vice President (SAVP) serves as the System Office subject matter expert in law enforcement, security, and emergency management. This role includes coordinating System Office security, performing liaison with local, state, and federal law enforcement entities, and serving as a System Office focal point and resource for the University's institutional police chiefs and emergency managers. The SAVP provides advice and counsel to senior University leaders on matters under his/her areas of responsibility and works to facilitate system-wide initiatives to enhance public safety preparedness and response. The SAVP supervises two subordinates: a University Public Safety Operations and Clery Act Training Coordinator and a Campus Law Enforcement Training Center Coordinator. Primary Purpose of the Organizational Unit The UNC System Office Safety and Emergency Operations unit is a source of leadership, subject matter expertise, and coordination in the areas of institutional law enforcement, security, preparedness, and emergency management and response. The unit's functions include leading law enforcement, emergency preparedness and response, and related activities at the UNC System level, and serving as a point of liaison and coordination in partnership with the chiefs of police and emergency management leads at the University of North Carolina's constituent institutions and affiliates. This unit keeps the president and other University senior leaders informed of major critical incidents at affiliated entities, leverages emergency response capabilities across the UNC System, and serves as the principal liaison on behalf of the UNC System with local, state, and federal law enforcement and public safety partners. SPA Minimum Qualifications Hiring Salary Range EPA Minimum Qualifications and Competencies The University seeks a seasoned law enforcement/public safety professional with a demonstrated record of accomplishment with a minimum of 8 to 10 years of senior-level supervisory/command experience in a local, state, or federal law enforcement agency of significant scope and complexity. This is generally demonstrated by someone who is a commanding officer, unit chief, special agent-in-charge, or assistant special-agent-in charge, or the agency equivalent, for a significant operational component or programmatic function within one of these law enforcement agency settings. This individual will possess a minimum of a bachelor's degree and either a master's degree and/or completion of one or more nationally recognized professional programs, such as the FBI National Academy (NA), Senior Management Institute for Police (SMIP), National Executive Institute (NEI), Southern Police Institute (SPI) Administrative Officers Course (AOC), or equivalent. - The candidate must have specific demonstrated expertise in planning for and responding to a variety of critical incidents and performing substantial liaison and coordination with a variety of local, state, and federal law enforcement and emergency management partners. - The successful candidate must have a strong administrative and policy background and have a demonstrated record of successfully engaging with various regulatory and oversight entities such as auditors, accreditation bodies, inspector generals, and/or governing boards. - The candidate must demonstrate experience and comfort with using computer applications such as Microsoft Office as well as the ability to learn and utilize emergency management technology platforms. - Specific experience in a higher education environment and/or in supporting higher education security initiatives is preferred. - Possession of a Secret or higher security clearance is preferred. While an active clearance is preferred, the ability to satisfy the requirements for security clearance background is required. - State-wide travel to conduct campus on-site visits is required. Note: The successful candidate will be required to submit to a detailed executive background investigation and must be available to respond to critical incidents during non-business hours. This is a civilian position that neither requires nor does not convey commissioned law enforcement officer status.
