The primary functions of the Office of Sponsored Research (OSR) are to facilitate and manage all aspects of sponsored research administration including proposal review, award negotiation and financial reporting. OSR serves as the official institutional signatory for the Chancellor and is responsible for reviewing and authorizing proposal submissions and negotiating and administering awards on behalf of the University for more than $800 million in sponsored awards each year. These activities include monitoring institutional compliance for research and training activities, pre-award services, billing and financial reporting, cash management, cost analysis and compliance of research-related activities, verifying technical report and patent and invention report submissions by Principal Investigators, closeout of awards, and the implementation of information technology into research administration activities. The OSR provides complete sponsored project life cycle support (sometimes known as pre-award and post-award services) to faculty and staff. Four functional responsibility areas within the Office of Sponsored Research have the following types of positions: 1.) program administration, 2.) accounting, financial reporting, and cash management; 3.) data management reporting and analysis, and 4.) financial compliance, effort reporting, cost studies and Cost Accounting Standards (CAS). OSR's centralized administrative functions facilitate the development and implementation of standardized policies and procedures and provide training opportunities to improve University-wide efficiencies and communication in an effort to increase the quality of research administration. Position Description This position is responsible for supporting and collaborating with OSR staff, PI's and sponsors in a fast-paced, high-volume team environment facilitating various sponsored research functionalities. Duties include but not limited to preparing subaward agreements and amendments, sub-recipient monitoring and compliance, reviewing research award terms and conditions, serving as back-up support for pre-audit review of financial transactions, and responding to diverse customer inquiries.The Subaward Specialist will be the central point of contact for all outgoing agreements from UNC Chapel Hill to subrecipient institutions. He or she is responsible for subrecipient prequalification, confirming fund reservation, subaward issuance, funds release, and monitoring. This position works with OSR staff, UNC Chapel Hill Faculty and Departmental administrators, as well as subrecipient institutions' sponsored research administration staff to ensure timely and compliant processing of subaward agreements. The Subaward Specialist has knowledge of award management guidance for a variety of prime sponsors (federal and non-federal): --- Familiarity with the Federal Demonstration Partnership (FDP) agreement templates and other subagreement formats --- Understanding of appropriate flow-down of award terms and conditions to subrecipient sites, including changes to agreement format and terms pursuant to the adoption of Uniform Guidance --- Working knowledge of federal contracts This position works with OSR staff, Principal Investigators/Department administrators and the Office of University Counsel, to negotiate or assist in the negotiation of agreements with other higher-education institutions, non-profit organizations and on occasion, industry sponsors, and drafts technical contract language covering such issues as intellectual property rights, cost-sharing, fiscal and procedural constraints and other similar matters. The Subaward Specialist works independently to conduct subaward risk assessments and works with departments and faculty to prepare and issue all UNC Chapel Hill subaward agreements and amendments to these agreements, reviews subrecipient statements of work, budgets, budget justifications, indirect cost rates, fringe benefit rates, certifications and representations, conflicts of interest policy implications, human and animal subjects, and other compliance considerations. He or she will ensure accuracy and compliance with the Prime award terms and conditions, with UNC Chapel Hill OSR policies and procedures, and federal regulations. The Subaward Specialist will document the status of agreement issuance in the appropriate OSR system(s) of record and tracking systems. He or she will monitor follow-on processes and procedures throughout the agreement life cycle to ensure continued programmatic correctness and compliance with various regulatory requirements and OSR policies and procedures. He or she will work to maintain OSR's standards for service to Faculty, which includes supporting OSR's target times for task turnaround. The Subaward Specialist is accountable for regularly review his or her portfolio of tasks and follow-up on pending items. In addition to subaward pre-issuance functions, the Subaward Specialist will interact with Principal Investigators/Departmental administrators and OSR's Audit/Subrecipient Monitoring unit to perform post-issuance sub-recipient monitoring and invoice monitoring. Minimum Education and Experience Requirements Bachelor's degree in business administration, public administration, or related business area; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions. Preferred Qualifications Knowledge of federal regulations concerning management of federal assistance funding, including the Uniform Guidance ---Knowledge of federal acquisition processes and Federal Acquisition Regulations (FAR). ---Working knowledge in RAMSeS research administration system or other electronic research administration systems ---Working knowledge in PeopleSoft or other complex financial management system ---Prior experience with issuance and/or review of outgoing subcontracts. ---Understanding of non-fiscal compliance areas such as conflict of interest regulations, human subjects and animal care policies. ---Understanding of roles and responsibilities at a large, research university. ---Understanding of, copyright law, publication policy, intellectual property rights, data ownership and other subaward and subcontract clauses.
